President enacted the NSDC decision on the concept of combating terrorism in Ukraine 11.06.2026 19:09 Ukrinform President Volodymyr Zelenskyy has enacted the decision of the National Security and Defense Council of April 6, 2026, “On the Concept of Combating Terrorism in Ukraine.”
This is stated in Decree No. 492/2026 of June 11, Ukrinform reports.
“To enact the decision of the National Security and Defense Council of Ukraine of April 6, 2026, “On the Concept of Combating Terrorism in Ukraine,” the document states.
Furthermore, according to the act, the Concept of Combating Terrorism in Ukraine has been approved. Simultaneously, the Decree of the President of Ukraine of March 5, 2019, No. 53/2019 “On the Concept of Combating Terrorism in Ukraine” has been declared null and void.
The aim of the proposed Concept is to implement state policy in the sphere of national security regarding the fight against terrorism. It is noted that combating terrorism in Ukraine is based on legally established principles of terrorism prevention, taking into account generally recognized norms of international law and international standards in the fight against terrorism.
The document identifies the Russian Federation as the primary source of external terrorist threats.
“The terrorist threat to Ukraine’s national interests manifests in various forms, but the greatest danger is posed by the terrorist activities of the armed formations of the Russian Federation. Alongside the use of military force, terrorist acts are committed, targeting, among others, the civilian population, critical infrastructure facilities and supply chains, components of the security and defense sector forces and assets, the law enforcement system, their personnel,” the document states.
The concept also acknowledges the threat from international terrorist organizations, particularly through the involvement of children in terrorist activities, acts of cyberterrorism, and the use of novel technologies for terrorist purposes, including advanced developments in aviation.
Among the internal threats identified are the presence of a large number of critical infrastructure facilities in the state, the location of critical infrastructure facilities and supply chains in territories where combat operations are ongoing and those temporarily occupied by the Russian Federation, the spread of disinformation and destructive propaganda, and an increase in crime related to the illicit trafficking of firearms, ammunition, explosives, and toxic substances.
The state’s response to these challenges involves strengthening the protection of critical infrastructure, developing cybersecurity, controlling unmanned systems and explosives, combating the financing of terrorism, and enhancing the early threat detection system, among other measures.
As Ukrinform previously reported, President Volodymyr Zelenskyy made amendments to the Regulation on the Military Service of Ukrainian Citizens in the State Border Guard Service of Ukraine.
