The first stage of constructing protection for critical infrastructure is slated for completion by June 1, according to Sviriidenko. 28.05.2026 21:25 Ukrinform Prime Minister Yuliia Sviriidenko convened the ninth meeting of the Coordination Center for the Implementation of Regional and City Resilience Plans. Among the discussed topics was the protection of critical infrastructure.
The head of government announced this on Facebook, as reported by Ukrinform.
She noted that the initial phase of building protective measures for critical infrastructure facilities must be finalized before June 1.
“Together with the heads of OVMAs, we updated the list of facilities within the resilience plans and approved further actions in line with the ‘Fortress Country’ concept,” the Prime Minister informed.
According to the government’s head, UAH 22.1 billion have been allocated for the implementation of physical protection measures, of which UAH 8.9 billion have been utilized to date. These funds are directed towards completing ongoing projects and advancing new ones identified in the plans.
Separately, meeting participants discussed supplementary protection for substations against enemy FPV drones.
Sviriidenko recalled that in early April, the government allocated UAH 424.8 million to regions for connecting 70 existing modular boiler houses with a total capacity of 316 MW in communities. Installation is scheduled to commence on June 1.
Yesterday, the government additionally allocated three billion hryvnias from the state budget’s reserve fund for the procurement and installation of 216 new modular boiler houses in Kyiv and the regions.
Since March 1, within the resilience plans, 319 MW of distributed generation have been commissioned. The installation of gas generator units with a total capacity of an additional 541 MW is ongoing. The goal is to add a total of 1.5 GW by the end of the year.
The provision of backup power sources for heating and water supply facilities was also examined at the meeting. According to Sviriidenko’s information, Kyiv, Kyiv, Dnipropetrovsk, Kharkiv, and Sumy regions currently have the greatest need for such sources. The head of government instructed the Ministry for Communities and Territories Development to maintain constant oversight of this matter.
The Prime Minister emphasized that systematic preparation for winter remains one of the government’s key priorities.
Vice Prime Minister for Restoration – Minister of Development of Communities and Territories, Oleksii Kuleba, stated on Facebook following the meeting that out of the UAH 22 billion allocated by the state for the physical protection of critical infrastructure facilities, UAH 17.3 billion have already reached the accounts of the work contractors, namely the regional military administrations, the Restoration Agency, and Ukrzaliznytsia.
Rivne, Volyn, Ternopil, Kirovohrad, and Kherson regions have fully utilized the allocated funding.
Starting June 1, according to Kuleba’s data, work will begin on installing protective walls at critical and energy infrastructure sites.
Regarding the installation of modular boiler houses, the Vice Prime Minister stated that all regional military administrations have received approval for expenditure lists, thus there are no obstacles to commencing work. From June 1, all regions are expected to proceed with the direct installation of MBHs.
As for backup power sources for heating and water supply systems, their total requirement, according to the head of the Ministry of Development, stands at 1210 MW. Currently, over 69% of the necessary capacity has been secured.
As Ukrinform reported, at the previous meeting of the coordination center, the Cabinet of Ministers approved measures to create a generation reserve in the regions in case of blackouts.
